This is an original Victorian buckle. It is hand engraved and decorated with black enamel. It is the width of a very wide belt but is designed with three sharp teeth to clasp the end of the "belt". I am not familiar with the proper use for it. Whatever it was originally designed to be used with has probably long vanished...
